- the intertwining and overlapping of various post-industrial urban and social dynamics with that certain deregulatory/federal imprint that in the meantime was taking hold somewhat throughout the West. A neologism that of the smart city that will propose itself, therefore, to express the need, and if we want also the urgency, attract, resolve and manage the fusion not only of urban interests in the strict sense, but also of differentiated and local external instances, very often of a touristic nature, from the perspective of a search for balancing every broader profile of territorial government, none excluded - that is, an exact “odernación del territorio” to use an expression from the Spanish Constitution -, from construction to town planning, from networks to public services, from the use of IT tools to participatory modes, in the wake of that incorporationist logic of town planning that was, moreover, immediately espoused by the Constitutional Court invested in clarifying in part the new course inaugurated in Italy by Title V. It is precisely the various aspects of sustainability, creativity, social inclusion, cultural development and hospitality organization that determine the kaleidoscopic semantics of smart cities which the digital city, with which it is often confused, is only an unfailing prerequisite.12 Put another way, the complexities that will manifest themselves historically, sociologically, and legally will favor the grounding of a new urban-systemic paradigm increasingly leaning toward a renewed idea of the senseable city13 capable, in a way, of leaving homo faber in the tool shed by generating a new documanity14 capable of looking to the future no longer, and not only, as a static projection of the past. The idea, then, of a city but a smart city provided, however, that it inverts itself, in our view, in the terms of a truly dynamic and proactive ecosystem in which public, private and citizens, can contribute synergistically to the achievement of a continuous and environmentally friendly progress that in some way can make itself key to that green friendly cultural line advocated in the best multidisciplinary traction studies that have been dealing with the subject for some time and appearing to an increasing extent in the national scientific panorama. Indeed, it is precisely from these studies that the close interdependence between the various professional sensitivities clearly emerges, demonstrating the 12 A.
