both citizens and airlines would be informed of the status of the regulations at that time. This announcement quickly took shape, as on 15 June 2016, the Commission adopted interpretative guidelines for Regulation (EC) No. 261/2004 of the European Parliament and Council, establishing common rules on compensation and assistance for air passengers in cases of denied boarding, cancellation, or long delay of flights, and repealing Regulation (EC) No. 2027/97 of the Council on the liability of air carriers in the event of an accident, as amended by Regulation (EC) No. 889/2002 of the European Parliament and Council49. The text reminded that, in addition to claims under the Regulation -before the enforcement body-50, EU resident passengers could submit their claims to alternative dispute resolution entities, provided the airlines were established in the EU and participated in such procedures51. It also clarified that, in cases of online ticket purchases, passengers could submit their claims through the online dispute resolution platform created under Regulation (EU) No. 524/2013, of the European Parliament and Council, on 21 May 2013, concerning online dispute resolution for consumer issues and amending Regulation (EC) No. 2006/2004 and Directive 2009/22/EC52. As a corollary, the Commission expressed its desire for airlines to voluntarily commit to participating in procedures before alternative dispute resolution entities and inform their customers accordingly. Recently, the Commission has adopted new interpretative Guidelines for Regulation (EC) No 261/2004 of the European Parliament and of the Council establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights and on Council Regulation (EC) No 2027/97 on air carrier liability in the event of accidents53, which reiterate and supplement the content of the previous 49 OJ C 214/5, 15 June 2016. On 11 June 2012, the Commission had prepared a working document on the Interpretative Guidelines for Regulation (EU) No. 1170/2006 of the European Parliament and Council of 5 July 2006 on the rights of persons with disabilities or reduced mobility in air transport, SWD (2012) 171 final, although it does not contain relevant provisions regarding the topic of this work. As has happened in relation to Regulation No 261/2004, in the last quarter of 2024 the Commission has published a Notice about the Application of the Interpretative Guidelines on Regulation (EC) No 1107/2006 of the European Parliament and of the Council concerning the rights of disabled persons and persons with reduced mobility when travelling by air -OJ C series, 4 october 2024-. 50 In relation to which several recommendations are made, included in the interpretative guideline 7.1. 51 See interpretative guideline 7.2. 52 Regulation (EU) No. 524/2013 of the European Parliament and of the Council of 21 May 2013 on online dispute resolution for consumer disputes and amending Regulation (EC) No. 2006/2004 and Directive 2009/22/EC, OJ L 165/1, 18 June 2013. 53 OJ C series, 25 september 2024. 42 ARÁNZAZU PÉREZ MORIONES
