A further significant point of the Resolution at stake is that the access to the right to adequate food is possible if States make provision for its applicability.75 In particular, with respect to regulatory mechanisms, the Assembly urges member States to “ensure full implementation of the human right to adequate food by recognising, in their legislation, the enforceability of this right, together with the related human right of access to clean water.”76 The right to food implementation is needed to effectively defend the integrity and the autonomy of each person, their dignity77 as human beings and not (only) as customers.78 In such view, the right to food may be deemed as an integral part of citizenship,79 and, more specifically, as active subjective legal position within the new administrative citizenship, as proposed by some authors.80 V. THE EUROPEAN UNION COMMON AGRICULTURAL POLICY The CAP has been prepared over a long period. Already in 1950 the Schuman Plan for the creation of the European Coal and Steel Community was presented and, at the same time, with the Charpentier Plan there began to be discussion of a single market for agriculture. In 1950 the Minister of Agriculture Mansholt proposed the establishment of a “European High Agricultural Authority” with significant executive powers for all agricultural products and to set a “European commercial price” higher than world prices, in order to stimulate production within the Community. Subsequently, in 1951, the French Minister of Agriculture Pflimlin proposed the establishment of a “European Agricultural Community” (EAC) with bodies similar to those of the European Coal and Steel Community (ECSC) established in the same year. In 1951 the Council of Europe approved the aforementioned French project of a “High Agricultural Authority”.
