Despite these policy advances, a number of institutional and legal challenges remain.19 First, while the strategies identify thematic connections across agriculture, gastronomy, and tourism, they are not yet fully operationalised through binding legal instruments or inter-ministerial mechanisms. Second, there is still no unified legal definition of “sustainable gastronomy” within Albanian law, nor a functional regulatory framework that consolidates quality certification, traditional product protection, and culinary heritage preservation. Third, while the IPARD III Programme offers important support for rural diversification and agrotourism, uptake remains limited due to administrative complexity, fragmented producer organisation, and capacity constraints at the local level.20 In this context, strengthening the legal link between agriculture and gastronomy requires a balanced effort. Agricultural legislation and rural development programmes should support gastronomic traditions and cultural heritage. At the same time, tourism and cultural policies need to reflect the realities of rural life and local food systems. Albania’s current strategies and draft strategies mark an important step in this direction, but they require legal codification, cross-sectoral institutional coordination, and sustained financial commitment. Without these elements, the vision of a gastronomy-based rural development model risks remaining aspirational rather than transformative. 2.2. Food Law and Intellectual Property in the legal architecture of gastronomy The Albanian legal framework has gradually evolved to recognise the importance of food quality standards and intellectual property rights as foundational pillars in the protection and promotion of gastronomic heritage. These two dimensions— though distinct—intersect meaningfully in the regulation of products that embody specific territorial, cultural, and traditional attributes.
