a. Food standards. In Mexico, standardization takes the form of three types of standards: 1. The Mexican Official Standards (NOM) of a mandatory nature, prepared by Federal Government agencies and 2. Mexican Standards (NMX) of primarily voluntary scope, promoted by the Ministry of Economy and the private sector, through the National Standardization Organizations. 3. The Reference Standards (NRF) applicable to the goods or services being acquired, leased or contracted, in the absence of Mexican or international standards. a. A Mexican Official Standard (NOM) is a technical regulation of mandatory observance issued by the competent standardization agencies through the National Consultative Committees for Standardization, pursuant to Article 40 of the Federal Law on Metrology and Standardization (LFMN), which establishes rules, specifications, attributes, guidelines, characteristics or requirements applicable to a product, process, facility, system, activity, service or method of production or operation, as well as those related to terminology, symbology, packaging, marking or labeling and those that refer to its compliance or application. b. A Mexican Standard (NMX) is a standard prepared by a national standardization organization, or by the Ministry of Economy in the absence of such organization, pursuant to Article 54 of the Federal Law on Metrology and Standardization (LFMN), which provides for common and repeated use rules, specifications, attributes, test methods, guidelines, characteristics or requirements applicable to a product, process, facility, system, activity, service or method of production or operation, as well as those related to terminology, symbology, packaging, marking or labeling. c. A Reference Standard (NRF) is the one prepared by public administration entities in accordance with the provisions of Article 67 of the LFMN, to be applied to the goods or services they acquire, lease or contract when Mexican or international standards do not meet their requirements or their specifications are obsolete or inapplicable. a.1 Legal framework and authorities.
