whole grains, preferably corn and its derivatives, legumes, primarily beans, fruits, vegetables, animal products, and other foods produced locally or regionally, according to the season and derived from sustainable production, as well as those that, due to culture and tradition, are part of the diet in a specific region and adhere to the criteria for defining the content of the regulatory baskets.16 IV. A FEDERAL LAW FOR THE PROMOTION OF MEXICAN CUISINE? On April 13, 2021, Deputies Lucero Saldaña Pérez, René Juárez Cisneros and Fernando Galindo Favela of the PRI parliamentary group, presented to the Plenary of the Chamber of Deputies the Initiative with a draft decree by which the Federal Law for the Promotion of Mexican Cuisine is issued..17 The Chamber of Deputies referred the project to the Senate on April 28th.18 With 88 votes in favor, the Senate of the Republic, as the Reviewing Chamber of the bill, approved it on December 15, 2021, with changes, and returned it to the Chamber of Origin for modification. Modifications were made to the concept of Mexican Cuisine, with the purpose of relating its content to the provisions of the General Law on Culture and Cultural Rights. It specifies that Mexican Cuisine is defined as the set of foods, recipes, dishes, practices, utensils, and knowledge, past and present, associated with the nutrition of the people, groups, peoples, and communities of the Mexican Nation. As well as the elements that people, individually or collectively, recognize as their own due to the value it brings them in terms of their tradition, identity, roots and contemporaneity and to which they have the full right to access, practice and enjoy in an active and creative way.19 In the bill, with the modifications included by the Senate of the Republic, it is declared that they are part of Mexican Cuisine:20 16 Canasta normativa: Recomendaciones de consumo adecuado de alimentos para una población en general.
