those who taught us never to forget that where we have to go we already have to be there. 30 III. LAND GOVERNANCE FROM DESTRUCTION WITH METHOD TO REGENERATION WITH CARE In the complex dynamic between the promotion of tourism and the protection of the city, a fundamental role is assumed by public policies and technological administrative decisions31 related to the government of the territory, due to the fact that this very issue, over the years so methodically neglected as to have led to not a few dysfunctions and geographic inequalities, is now more decisive than ever, from a regenerative perspective as well, to ensure the pursuit of the objectives of digital development and environmental sustainability in the bed of which, as we have seen in the previous pages, gravitates the new and colorful idea of smart city. 32 In the age of smart cities, just to use the most fashionable translation of the term smart, the administrative procedures of public administrations having to do with the government of the territory are increasingly oriented by sophisticated technological tools capable of detecting and producing a set of useful data to provide a punctual preliminary support to the measure from time to time adopted to regulate the different and wide sectors of mobility, transport, safety and civil protection in such a way as to ensure that virtuous care and sustainability of the territory today more than ever necessary to realize even promising hypercities.33 As is well known, in fact, the broad subject of land governance includes, in addition to the protection of the landscape and cultural heritage, environmental protection, the management of transportation networks, and the activity of urban planning, which regulates the land and its uses, in the balance between public power and the rights of individuals.34 30 Cf. the dense pages of M.
