So much so that land governance and land use35 , even from a strictly regulatory point of view, if one thinks of certain instruments such as those of strategic environmental assessment, and especially always with a view to the full implementation of the right to good administration, are also inextricably integrated with each other on the technological side with a view to the achievement of environmental protection health and safety objectives. By the way, said here subtitularly, in the Italian legal system, if, on the one hand, the government of the territory is a matter of concurrent competence of the Regions (art. 117, c. 3, Const.), on the other hand, the Constitution attributes to the exclusive state competence the regulation on the collection, processing, management, harmonization and reuse of data and information, including geographical and territorial, for the protection of unitary interests that cannot be divided, regardless of the degree of autonomy granted to territorial bodies in the exercise of their competences.36 Tourism is, in fact, closely related to land governance, landscape protection, and the protection and enhancement of cultural assets that are present in a given place. The tourism development of an area also requires a land-use planning policy to ensure a more balanced use of places based on the paradigm of sustainable development, and close cooperation between institutions to ensure the implementation of infrastructure and communication networks that enable a place to become an ideal tourist destination and a source of healthy wealth. And indeed, the activity of tourism development and promotion is referred to the intervention of a plurality of actors (public and private) acting to ensure, on the one hand, the economic development of the tourism sector and, on the other hand, to protect the territory. When it comes to tourism, knowledge of a territory becomes essential both because tourism management cannot disregard the study of the territory government itself and, more generally, because knowledge of tourist flows implies the need to take all possible countermeasures aimed on the one hand at ensuring the best tourist experience and on the other hand the most accurate preservation 2024.
