2.3. General amendments for all passenger rights regulations Service quality standards65 shall be established for all means of transport covered by the aforementioned regulations and a quality management system be implemented to maintain service quality. The respective perfomance shall be monitored and a report be published on the carrier’s website. The Commission also wants to establish common forms for compensation and reimbursement requests, to be made available in all Union languages on the Commission’s website.66 However, the use of the form shall not be mandatory for the passengers and the carriers shall not be allowed to reject a request solely on the grounds that the passenger has not used that form. Further proposals concern a risk-based approach to the monitoring of compliance with passenger rights,67 sharing of information with national enforcement bodies68 and information about alternative dispute resolution by national enforcement bodies.69 III. NEW REGULATION ON PASSENGER RIGHTS IN THE CONTEXT OF MULTIMODAL JOURNEYS While the proposals above all relate to amendments of existing legal acts, the Commission also proposes a completely new regulation, concerning passenger rights in the context of so called ‘multimodal journeys’.70 This poposal intends to address difficulties of passengers who, as part of their journey, switch from one mode of transport to another, such as combinations of a flight with a rail service, or a rail service with a coach service.
