The Italian CAP faces environmental, social, and economic challenges, fostering a new “approach” in which sustainability and inclusiveness are instruments of competitiveness at sectoral and territorial levels.111 The Plan underlines the opportunity for agricultural, food, and forestry policy choices to be oriented and integrated with one another, so as to interpret in an innovative, ecological, and inclusive key the principal needs for support that this transition requires. The objectives to be achieved must therefore consider the need to: (i) strengthen the system’s competitiveness from a sustainable perspective; (ii) improve the climate and environmental performance of production systems; (iii) strengthen the resilience and vitality of rural territories; (iv) promote quality agricultural and forestry work and safety in workplaces; (v) strengthen the capacity to activate exchanges of knowledge and innovations; (vi) make the governance system more efficient, strengthen administrative management structures at national and regional level, and build a simple regulatory framework adequate to the new challenges and needs.112 Alongside those strategic objectives, the Plan also provides for nine specific objectives and one cross‑cutting objective. In particular, the Plan aims to: 1. Support a sufficient agricultural income and the resilience of the agricultural sector throughout the EU in order to strengthen long‑term food security and agricultural diversity, as well as ensure the economic sustainability of agricultural production; 2. Improve market orientation and increase farm competitiveness in the short and long term, also through greater attention to research, technology, and digitization; 3. Improve the position of farmers in the value chain; 4. Contribute to the mitigation of, and adaptation to, climate change, also through the reduction of greenhouse‑gas emissions and the improvement of carbon sequestration, as well as promote sustainable energy; 5. Foster sustainable development and efficient management of natural resources such as water, soil, and air, also through the reduction of chemical dependence; European Union and national budgets.
