6. Contribute to stopping and reversing the loss of biodiversity, improving ecosystem services, and preserving habitats and landscapes; 7. Attract and support young farmers and new farmers and facilitate sustainable entrepreneurial development in rural areas; 8. Promote employment, growth, gender equality – including women’s participation in agriculture – social inclusion and local development in rural areas, including the circular bio‑economy and sustainable forestry; 9. Improve the EU agriculture sector’s response to society’s needs in terms of food and health, including high‑quality, healthy and nutritious food produced sustainably, reducing food waste, as well as improving animal welfare and combating antimicrobial resistance. As a cross‑cutting objective, the Plan sets that of modernising agriculture and rural areas by promoting and sharing knowledge, innovation, and digitization and by encouraging their application by farmers through better access to research, innovation, knowledge exchange, and training.113 As emphasised in the Ministry’s strategic declaration, the CAP Strategic Plan is for Italy the fundamental instrument for achieving these important objectives, entirely consistent with the nine specific objectives of the CAP and with the cross‑cutting objective aimed at modernising the sector, promoting and sharing knowledge, innovation, and digitization in agriculture.114 The CAP Strategic Plan is a necessary but not sufficient instrument to face the challenges outlined by the Ministry, it being necessary to seek synergies with other existing instruments, including the National Recovery and Resilience Plan.115 VII. SPEAKING OF A NUDGE ADMINISTRATION One of the lines of research that has attracted significant interest in recent years, particularly in the field of public management, concerns the application of nudge theory also within the sphere of administrative action.
