Law No. 96 of 2006 consolidated agritourism legislation and encouraged the integration of PDO and PGI products into rural hospitality activities. Finally, the 2018 and 2020 Budget Laws (No. 205/2017 and No. 160/2019) formally introduced the concepts of wine tourism and olive‑oil tourism, defined by subsequent Ministerial Decrees in 2019 and 2022, which set minimum standards of quality, safety, and authenticity for tourism experiences linked to agri‑food products. These measures created the reference framework into which the concept of Turismo DOP fits, laying the foundations for more organic legislation that officially recognises certified supply chains as foundational elements of rural tourism. 3.2. Regional regulatory framework Alongside national legislation, Italy’s Regions have developed over one hundred legislative provisions on food and wine and rural tourism. However, regulatory fragmentation has generated uneven application and coordination challenges. In this context, Turismo DOP is proposed as a harmonisation tool capable of unifying the diverse regional approaches under a model of certified quality and collective governance. A future national framework law on Turismo DOP could provide coherence and stability to the system by defining evaluation indicators, minimum authenticity standards, and a uniform control system. 3.3 European dimension and institutional recognition At EU level, Regulation (EU) 2021/2115 within the Common Agricultural Policy recognises wine tourism as a tool for economic diversification in rural areas. The decisive step, however, is Regulation (EU) 2024/1143, which unifies the rules on Geographical Indications and assigns Consortia of protection direct competences for promoting and managing tourism activities connected to certified productions. Article 32(4)(e)(ii) states that Consortia2 may “develop tourism services in the relevant geographical area,” formally integrating the tourism function into the GI system. to avoid terminological ambiguity.
