In June 2021, negotiators reached an agreement on the three proposals of the CAP reform package,92 which resulted in the adoption of Regulation (EU) 2021/2115 (CAP Strategic Plans),93 Regulation (EU) 2021/2116 (Financing, management and monitoring of the CAP),94 and Regulation (EU) 2021/2117 (Common Organisation of the Markets).95 The first two of these were then amended by Regulation (EU) 2024/1468 of the European Parliament and of the Council of 14 May 2024 amending Regulations (EU) 2021/2115 and (EU) 2021/2116 as regards good agricultural and environmental condition standards, schemes for climate, environment and animal welfare, amendment of the CAP Strategic Plans, review of the CAP Strategic Plans and exemptions from controls and penalties. The new CAP, which entered into force on 1 January 2023 – 42 months after the publication of the Commission’s legislative proposals (June 2018) – continued in the wake of the previous programming. It was in fact structured in such a way as to steer the agri‑food sector towards environmental sustainability and biodiversity.
